Code
31
Description
Not a valid network service

Explanation

Updated October 26, 2026

OHIP didn't accept this as a valid network service. Check the patient's enrolment and the network billing before sending an inquiry.

What it means

Code 31 is a Remittance Advice explanatory code. The Ministry's wording is only "Not a valid network service". It appears where a service was billed as a network (group) service and OHIP did not accept it as one.

The Ministry's list doesn't explain further. Related network codes on the Error Report include EPA (network billing not approved) and EPC (patient not rostered, or rostered to another network).

How to fix it

  1. Check that the patient was enrolled to your group or network on the service date.
  2. Check that the group number and the fee code on the claim are the ones your network is approved to bill.
  3. If you believe OHIP got it wrong, send a Remittance Advice Inquiry (RAI) through eSubmit, or on form 0918-84, within 7 months of the RA date, with your supporting details.

Don't resubmit if

  • You haven't found what made the service invalid as a network service. Sending it again unchanged won't change the result.

How APEX handles it

APEX reads your error reports and remittance advice from MCEDT and lists claims rejected with this code in its Correction Centre for you to correct and resubmit. See how APEX works · Pricing
