Explanation
Updated October 26, 2026
OHIP paid this consultation at a lower fee: as a repeat or limited consultation, or a midwife-requested emergency assessment.
What it means
Code C1 means the consultation you billed was paid at a lower fee, as a repeat consultation, a limited consultation or a midwife-requested emergency assessment.
A repeat consultation is one by the same consultant for the same problem after another physician has cared for the patient in between, and it needs a new written request. A limited consultation is less demanding and normally takes much less time. In family practice, it's a consultation where, because of the nature of the referral, only a specific assessment's worth of service was given (GP19).
Common causes
- You had already consulted on the same problem for this patient
- The service given was at the level of a limited consultation
- The request came from a midwife for an emergency assessment
How to fix it
- Check what the patient's earlier consultations with you were for, and what level of service your chart supports.
- If the full consultation requirements were met (written request, required assessment, written report to the referrer), send a Remittance Advice Inquiry (RAI) through eSubmit, or on form 0918-84, within 7 months of the RA date, with supporting details such as your chart notes. Include the referral and consultation report.
- Otherwise, the lower payment stands.
Don't resubmit if
- The consultation was for the same problem you had already consulted on.
- The claim is already on the RA and you only disagree with the decision. Use an RAI, not a new claim.
