- Code
- I9
- Description
- Payment not applicable/expired
Explanation
Updated October 26, 2026
I9 means the payment or premium on this line doesn't apply or has expired. Check the code's eligibility period before asking for a review.
What it means
I9 is a Ministry message that reads "Payment not applicable/expired". The line was not paid because the payment, premium or program it relates to did not apply on the service date, or had ended.
The Ministry's code list does not say which payments this covers.
Common causes
- A premium or incentive code billed after its end date
- A payment the provider or patient was not eligible for on the service date
How to fix it
- Check which fee code carries I9.
- Look up that code in the current Schedule of Benefits or the related INFOBulletin to see whether it was in effect, and whether you were eligible for it, on the service date.
- If it had ended or did not apply, there is nothing to fix.
- If you believe the decision is wrong, send a Remittance Advice Inquiry (RAI) through eSubmit, or on form 0918-84, within 7 months of the RA date, with supporting details.
Don't resubmit if
- The payment or premium had ended before the service date.
- The line is already on your RA. Question it with an RAI, not a new claim.
How APEX handles it
