P9 — Complex New patient

Explanation
Updated October 26, 2026
P9 is the Ministry's 'Complex New patient' message. It relates to the Health Care Connect complex/vulnerable new patient fee.
What it means
The Ministry describes code P9 only as "Complex New patient". It appears on the Remittance Advice next to a payment line.
It most likely relates to the Health Care Connect complex/vulnerable new patient fee (Q053A). That fee is a one-time payment for enrolling a patient whom Health Care Connect has registered as complex/vulnerable, within three months of registration (Appendix Q, AQ2).
How to fix it
- Check the amount paid on the line that carries P9.
- If it was paid as expected, there is nothing to do.
- If you expected a different amount, check that the patient was registered with Health Care Connect as complex/vulnerable and enrolled with you within three months. If you believe the payment is wrong, send a Remittance Advice Inquiry (RAI) through eSubmit, or on form 0918-84, within 7 months of the RA date, with supporting details.
Don't resubmit if
- The claim is already on your Remittance Advice. Use an RAI, not a new claim.
