V35 — Invalid Out-of-Province/Out-of-Country Service
Invalid out-of-province claim

What to do: Bill other-province patients under Reciprocal Medical Billing rules, and Ontario patients normally with their Ontario health number.
- Code
- V35
- Description
- Invalid Out-of-Province/Out-of-Country Service
Explanation
Updated October 26, 2026
The claim doesn't qualify as an out-of-province or out-of-country service. Check the patient and payment program details.
What it means
V35 ("Invalid Out-of-Province/Out-of-Country Service") means the claim was set up as an out-of-province or out-of-country service but failed OHIP's checks for that type of claim.
Common causes
- The claim was flagged out-of-province by mistake
- Patient details for an out-of-province patient are missing or wrong
How to fix it
- Check where the patient's coverage comes from and how the claim is set up.
- For patients from another province, follow the Reciprocal Medical Billing rules. For Ontario patients, bill normally with their Ontario health number.
- Resubmit the corrected claim. Resubmit within three months of the service date if you can. If that window has passed but the claim was first submitted on time, use the Ministry's stale-dated resubmission process: one stale-dated claim file through MCEDT, then an email to [email protected] with the Error Reports showing the original submission date.
Don't resubmit if
- You haven't changed anything. Sending the same claim again will reject the same way.
How APEX handles it
APEX reads your error reports and remittance advice from MCEDT and lists claims rejected with this code in its Correction Centre for you to correct and resubmit. See how APEX works · Pricing
