Explanation
Updated October 26, 2026
ASP means the service can't be paid with a surgical procedure billed for the same patient, because the surgical fee includes it.
What it means
ASP means OHIP rejected the claim because it isn't payable with a surgical procedure already billed for the patient.
A surgical fee includes preparing the patient, the procedure, recovery-room care, and follow-up until the first post-operative visit (SP1). It doesn't include the major pre-operative visit (the visit where the decision to operate was made), which is billed separately. The surgeon can't bill the admission assessment unless it is the major pre-operative visit (SP2). For Z-code procedures (independent operative procedures), if the major pre-operative visit was in the previous 12 months, only a minor assessment (family physicians) or partial assessment (specialists) is payable before the procedure that day (SP4).
Common causes
- A visit billed for care that is part of the surgical fee (pre-operative preparation or post-operative follow-up)
- An admission assessment billed by the surgeon when it wasn't the major pre-operative visit
- A full assessment billed before a Z-code procedure on the same day
How to fix it
- Identify the surgical claim the service conflicts with.
- If the service was part of the surgical care, it isn't payable separately.
- If it was the major pre-operative visit, check its date and code are correct.
- If you treated a completely unrelated, significant problem in another body system at the same visit as a minor procedure, both the procedure and the assessment are payable (SP4). Make sure the claim and chart show the separate diagnosis.
- Resubmit the corrected claim within three months of the service date if you can. If that window has passed but the claim was first submitted on time, use the Ministry's stale-dated resubmission process: one stale-dated claim file through MCEDT, then an email to [email protected] with the Error Reports showing the original submission date.
Don't resubmit if
- The visit was part of the pre- or post-operative care included in the surgical fee.
