Error code
I2 — Service is globally funded
Shadow billed
The service is already funded through your capitation model, usually an in-basket service for your own enrolled patient, so the full fee isn't paid.
What to do: Nothing to do if the patient was enrolled to you and the code is in-basket; resubmitting won't change it.

Explanation
Updated October 26, 2026
I2 means the service is already funded through your capitation model, so OHIP doesn't pay the full fee. It's normal shadow billing, not a rejection.
What it means
I2 is an explanatory code on the Remittance Advice, not an Error Report rejection. It most often appears when an FHO physician bills an in-basket service for one of their own enrolled patients.
That patient's care is already funded through the model's payments. Under FHO+ that means the hourly rate and base payments. The claim is recorded as shadow billing, and the full fee-for-service amount isn't paid on the line. Instead, a blended fee-for-service (shadow billing) premium is paid separately and shown on your reports.
From April 1, 2026, FHO+ raised that premium from 19.41% to 30% for in-basket services to enrolled patients, and to 50% for some listed codes. Expect different amounts on claims before and after that date.
Common causes
- An in-basket service to a patient enrolled to you or your FHO group. This is expected.
- A service to a patient whose roster status changed later. OHIP may then adjust it with 55/57 codes.
How to fix it
- Confirm the patient was enrolled to you or your group on the service date.
- Confirm the code is an in-basket service for your model.
- Check that the blended premium for the period appears on your reports. If both points are right, there is nothing to correct.
- If the patient wasn't enrolled to your group, or the code isn't in your basket, look into it and use a Remittance Advice Inquiry rather than resubmitting.
Don't resubmit if
- The patient was enrolled and the code is in-basket. The I2 result is correct and resubmitting won't change it.
- You want the full fee for an enrolled patient. Shadow-billed services aren't paid at full fee.
How APEX handles it
APEX treats I2 as shadow billing and keeps it out of the correction queue. A visit where one code is shadow billed and the only rejection is I6 isn't listed as outstanding either. See how APEX works · Pricing
