Premium added to labour and delivery procedures when the pregnancy is high risk: prematurity under 32 weeks, severe PIH, IUGR or placental insufficiency.
What it covers
E414 is paid in addition to labour and delivery procedures when at least one of these is present: fetal prematurity under 32 weeks gestational age, severe pregnancy-induced hypertension, intrauterine growth retardation below the 10th percentile, or significant placental insufficiency shown by absent umbilical vessel flow or a reversed systolic/diastolic ratio (K8).
It carries the # prefix, meaning the fee doesn't include all the premises, equipment and staff used for the service (K1).
Billing rules
- Only as an add-on to a labour and delivery procedure (K8).
- At least one of the listed high-risk conditions must be present (K8).
- The sole delivery premium E411 can be added to E414 when it is the only delivery that calendar day, up to 25 per physician per fiscal year (K7).
- Use the A suffix for the delivering physician's service (K3).
- FHO: E414A is one of the codes an Income Stabilization physician may bill at full fee-for-service, and G224A is FFS-eligible with it (Agreement p.99).

- P009 attendance at labour and delivery, or P006 vaginal delivery (K6-K7).
- E411 sole delivery premium (K7).
- E409 or E410 after-hours premium on the delivery fee when the delivery is after hours (GP104).
