- B1
- Description
- Not payable when provided by phone
Explanation
Updated October 26, 2026
OHIP paid $0 because the service was billed as a telephone visit (K301A) but is only payable by video. Check how the visit was actually done.
What it means
B1 is a Remittance Advice (RA) explanatory code meaning the service is not eligible for payment when delivered by telephone. It came in with the virtual care framework for services on or after December 1, 2022.
Appendix J of the Schedule lists every service that can be billed as comprehensive virtual care, and marks each one 'video or telephone' or 'video only' (AJ1 to AJ2). When a claim carries the K301A telephone indicator with a video-only service, the Ministry pays that service $0 with B1.
Every consultation on the Appendix J list is video only (for example A135A, the internal medicine consultation), as are the C-prefix and W-prefix codes on it, the GP focused practice video consultations (A010A, A011A, A906A, A913A, A914A) and the midwife-requested assessments by video (A814A, A817A, A818A). The E080 post-discharge premium and K189 are also video only (A74). A service that isn't on Appendix J at all, such as A003A or A005A, is paid $0 with B8 instead.
Common causes
- A specialist consultation, such as A135A, done by phone and billed with K301A
- A visit done by video but billed with K301A instead of K300A
- A C-prefix or W-prefix code billed with K301A
- A video-only premium, such as E080A, added to a telephone visit
How to fix it
- Check the chart for how the visit was done. The Schedule requires the modality to be recorded (A68).
- If it was by video and K301A was a mistake, send a Remittance Advice Inquiry (RAI) through eSubmit, or on form 0918-84, within 7 months of the RA date, and ask for it to be reassessed as video. The video platform must be one verified by Ontario Health.
- If it really was by phone, the service isn't payable as billed. Only bill a different code if what you did meets that code's own requirements and it is on the 'video or telephone' list. Don't relabel a consultation as an assessment just to get paid.
- For future phone visits, check Appendix J before billing. Phone visits that are payable are paid at 85% of the in-person fee (95% for K005, K007, K197 and K198) (A70).
Don't resubmit if
- The visit was by phone and the service is video only. It will be refused again.
- You want to resend the same claim with K300A when the visit wasn't by video.
- You only want to dispute the $0 on the same facts. Use an RAI, not a new claim.
How APEX handles it
APEX has no automatic fix for B1. When nothing on the visit was paid, the claim is listed under Outstanding for your input. See how APEX works · Pricing
