EP1 — Enrolment Transaction Not Allowed

Enrolment claim refused

The Ministry didn't accept this enrolment claim, most often a Q200A, so the patient wasn't added to the roster.

What to do: Check the Q200A's billing and group numbers, then resubmit it under the physician's enrolment group number.

Enrolment Transaction Not Allowed

Explanation

Updated October 26, 2026

EP1 means OHIP refused an enrolment claim, most often a Q200A rostering claim, because it couldn't be accepted as submitted.

What it means

In patient enrolment models such as FHO, FHN and CCM, a patient is added to a physician's roster by billing Q200A, a $0 rostering code. The Q200A tells the Ministry to record the enrolment.

EP1 means the Ministry did not accept that enrolment transaction. The patient was not added to the roster, so any later claims that depend on the patient being enrolled may also reject.

A common cause in APEX's claims data is a Q200A sent under the physician's solo billing (group 0000) instead of the enrolment group's number. Rostering happens within the group, so the Q200A needs the group number.

Common causes

  • Q200A submitted without the group number (solo billing).
  • Q200A sent under a group the physician isn't registered with as an enrolling physician on the service date.
  • The physician's billing number isn't set up in a patient enrolment model.

How to fix it

  1. Check which billing number and group number the Q200A was sent under.
  2. Confirm the patient signed the enrolment and consent form, and that the service date matches the date on the form.
  3. Resubmit the Q200A under the physician's enrolment group number.
  4. If the group number was already correct, confirm with the Service Support Contact Centre that the physician is registered with that group for enrolment on that date.
  5. After the Q200A is accepted, resubmit any claims that rejected because the patient wasn't enrolled (for example AT3 or EPC).

Don't resubmit if

  • Your roster report already shows the patient enrolled to you from that date or earlier. The enrolment is in place.
  • The patient hasn't signed an enrolment form. Q200A should not be billed without one.
  • The physician isn't part of an enrolment model. Resending under the same number will reject again.

How APEX handles it

For family practice claims, when a Q200A was rejected EP1 because it went out under 0000, APEX resubmits the Q200A alone under the physician's saved group number. If no group is saved, the claim waits in Outstanding for your input, and a Q200A the roster report already confirms is treated as settled. See how APEX works · Pricing
